Well: Here is what the word "claim" means: --> state or assert that something is the case, typically without providing evidence or proof. --> an assertion of the truth of something, typically one that is disputed or in doubt.

Allow me to further explain this in a simpler form of the word "Claim", When the question asks "What is his Claim?" and since we know that "Claim" means "an assertion of the truth of something", which means an altered version of the truth to fit your liking, aka, an opinion, therefor, the question asks "What's JFK's opinion of "The race for space" theory?

You know what a fact is, right? Just in case - something that can be proven or disproven. And remember that facts are not always true. An example of a fact would be "Grass is Yellow." You can disprove that grass is not yellow, it is green.
