I made a web page with the directory C:..., you get the idea. If I tell my friend this directory, will my friend be able to see my web page on her computer?

If it is on your computer, no. It needs to be hosted on the web for other people to see it. So file://c:/some/path/page.html will not work.

the server needs to be configured, you can save the webpage in any directory - even on a pen drive!!!! for server you can use any software like apache/IIS, etc on your PC. BUT you need to configure it. I don't know how to configure, but I did it earlier.

you can even host your website with a dynamic IP but you will have to manually update the DNS again and again.
