If it is on your computer, no.  It needs to be hosted on the web for other people to see it.  So file://c:/some/path/page.html will not work.

the server needs to be configured, you can save the webpage in any directory - even on a pen drive!!!!
for server you can use any software like apache/IIS, etc on your PC. BUT you need to configure it.
I don't know how to configure, but I did it earlier.

you can even host your website with a dynamic IP but you will have to manually update the DNS again and again.
