In legislative terms, a bill is a proposal A. for any law. B. that has reached committee for debate. C. made in the House of Representatives. D. made in the Senate. I REALLY NEED HELP
I believe it is B. It's a proposal that is a law under consideration by a legislature. I think that's the one I'd choose.

For any Law (A). Either the Senate or the House of Representatives can propose a bill (exempting revenue (money bills) which only the House of Representatives can propose.)

I just gave my opinion. I didn't say that was the answer because I didn't know what the teacher would put being as it almost qualifies as other ones. I was just sharing what I would put and then explaining why.
If that makes sense. I didn't perceive my answer as just giving it to her. I did state that I wasn't sure and made sure she knew that. I also put why I would choose that.
"I believe it is B" That just hints them to think its the answer.
