To find the equation of a line, you need two things: a slope and a point. The question gives you the point, so all you need is the slope. They tell you they want a line that's parallel to y=2x+2, and the slope of that line is 2, so your line needs to have a slope of 2. Now all you need to do is input those two facts into the equation y-y1 = m(x-x1) and you'll have your line.
