Why is mass tagging not allowed on OS?

once upon a time
there was a user that found it entertaining to mass tag people 15 times in a row on different posts
this clogged up the notifications of the helpers
and annoyed many people
and the innocent people's posts ended up being clogged by people telling the person to stop stop stop stop

it creates lag on the post

and it adds unearned smartscore to some people

Yes, tagging raises the ss of the person that was tagged. I tagged someone that had a ss of 3 and it shot up. :P

It's against the policy because of two reasons.

i. It can be an unethical way to raise your SmartScore
ii. It is annoying and abusive.
