No it isn't. Thats the circumference (or perim) of the entire circle. This is a semi circle.

C = Pi * Diameter
C = 3.14 * 12
C = 37.68

This is the circumference of the full circle. We need to divide it by 2

C = 37.68/2
C = 18.84

Now we need to add the diameter
C = 18.84 + 12
C = 30.84

This is the perimeter of a semi circle!
