I'm torn on this one because neglience means ''LAW
failure to use reasonable care, resulting in damage or injury to another.'' but then again abuse is a criminal case.

D because. a tort law usually goes under the Civil case in this matter it would be D because, most civil cases have to do with families and it is a family case
