Depends what you mean by "bad." For example, if a celebrity is caught doing something bad, then in that case, its not a bad thing for the press to expose them. Having said that, when paparazzi's make things up, the public begins to believe it.. Depending how often the continue to accuse the celebrity of whatever the reason.

As previously stated, some celebrities, or a big deal of them, do not like to be out.. and do not appreciate having their personal lives put out like that. Such as, children, marriage, personal issues..

Most times, celebrities end up getting bashed for making mistakes. (At the end we're all human and no one is perfect.) A lot of people consider celebrities to be perfect. Well, they're not. They're like you and me. They just have the fame and fortune most people dont. The press is always out to get the mistakes they make, but when they do something good, the public thinks its all been arranged.
