Well, do you know what Urbanization is? Urbanization is a word for becoming more like a city. When populations of people grow, the population of a place may spill over from city to nearby areas. This is called urbanization. So, poverty (or poorness) can be caused by the expansion of cities/urbanism. What are the two other choices that can be caused by Urbanization?

Crime usually occurs in cities, so no. Now, we have to decide whether Fire or Dust Storms are caused by cities. Now, I'm no expert at these, but I'm pretty sure Dust Storms aren't caused by cities. So, I would go with D.
