The C.I.A. actually does report to both the president and congress. The C.I.A. does not carry out foreign policy under the F.B.I. and in fact does not carry out foreign policy at all. That is the State Department. Only some of it's budget and operations are secret to most U.S. citizens, but they are not without government oversight.
