Well, it's not C.

I would say it is A. but that somehow is incorrect also. The three powers are Clergy, nobility, and commoners. The fourth estate referred to outside powers, and wasn't used until after the french revolution. It's used in reference to the independent media/ press.

So is there another option that states this? If not. I would just go with A.
