Well, one is a soldier and the other is a civilian. The soldier goes overseas and fights the enemy. But he needs support, which includes guns and bullets and uniforms and FOOD. The civilian stays back and provides that support. In this case he is growing food for home consumption, probably, but that means commercial food can be shipped overseas.

To me I think its a soldier and a civilian. It says that they are fighting the war together, but I think he means that in a figurative speech.

There is a older man planting a victory garden. Then he is talking to his neighbor. In WW1 they were asking people to plant victory gardens. The poster says "Food Fights for victory" So thats what i think it means.

I agree wih you @connexus.com there is a soldier and a civilian and I suppose that they are fighting the war together because both of them are going through the same problems just the soldier is actually fighting and the civilian is not really fighting he's going through he hard times that the soldier is also going through. and the civilian looks like he is standing in a garden so maybe he's growing the food to send to the army's so they can fight strong.
