they are separating the equations, making y=(what is on the left side of your original equation) y=(what is on the right side of your original equation) then they multiply times 3 in 1st new equation, and times 4 in second new equation - to get rid of fractions.

OK, here \(\large\color{black}{ y=\displaystyle \frac{ 1}{3} x-2 }\) \(\large\color{black}{ y=\displaystyle \frac{ 1}{4} x+11 }\)

now multiply first eq times 3, and second eq times 4
