(What you got - what you should have got) * 100 / what you should have got
So in this case:
(25-27) * 100 / 27 = 7.407 with the (.407) repeating

no.. if it were 7.40 with a repeating 0 then it would be 7.4% but in this case there is a 7 after the 0
