@Zarkon is correct. For example the sample size is not stated in the question. Therefore if only 10 cars were chosen, the sample would not be representative.

DEFINITION of 'Systematic Sampling' A type of probability sampling method in which sample members from a larger population are selected according to a random starting point and a fixed, periodic interval.
 
Makes more sense of it to be B.

'Representative Sample': A subset of a statistical population that accurately reflects the members of the entire population.

You need a lot more information to answer your question (even more than sample size)
