Why didn’t peace come to western Texas even after the signing of the Treaty of Medicine Lodge Creek?

Historically we note that many if not most, Native Americans ignored the treaty and refused to abandon their traditional hunting areas which caused the treaty to fail.

They way I see it it the Treaty of Medicine Lodge Creek only cared about European-American settlement, it completely defined Native Americans to be mere property in a sense, as well as since the treaty did respect Native Americans vocal not violent rejection of not being wanted to be forced into the confined area of Indian Territory reservation.
