60% ... shopped that means the remaining 40% did not shop they say 2500 did not shop that means 40% of x (total number)= 2500 we can find the total number by solving for x can you do that ?

If x be the total no. of peoples no of people who did not shop =. then your equation is \[\frac{40x}{100}=2500\]
