If sin B=21/29 ... Why do we say that B lies in the second quadrant?

because if you look for the sin inverse of 21/29 its 46 and the fist quadrant lies between 0-90

the sines is also positive in the second quadrant

so the angle whose sine is 21/29 is also 180 - 46.4 = 133.6
