But time and tide are two things which make it plural, so why can you use verb+s with plural in this case?

He said, Time and Tide are meant for one and the same thing here, so we are treating it as singular. There are other examples also, for instance, we treat "Bread and Butter" also as Singular as they intend to show the same meaning..
