1. The US Government(collect tax) will benefit while the business owners(pay tax) will get hurt on the tariff.
2. For import Quota I am not quite sure. I was thinking that because the government had limit the imports from outside country, so the consumer purchase in US will be lesser on the imported goods, however the purchase of local goods will increase. In this case, Government will be benefit.
3. The embargo will result on no free-trade market. The producer in Country X will produce less due to the less export while US consumer will not experience high quality product of Country X. Country X will not import any US goods and US loss the potential markets in Country X. The effect is vice versa, i think there is both benefits and loss for both country.
