Well, it's definitely not A or B. This is because A is a normal verb phrase and B is a prepositional phrase. Take a look at: http://www.chompchomp.com/terms/participlephrase.htm for a hint.

Well, I don't want to get in trouble for giving direct answers... A participial phrase acts as an adjective, not a normal verb. So, because the divers are actually scrambling to the boat, C can't be a participial phrase.
