I'm really no good in writing but you could begin by thinking about the question posed..."Are cultures different only in their details." You need to determine what you think about that question before you can write your thoughts. Then you instructor gives you some ideas to help you in your thought process...do different cultures have different assumptions about men and women etc.

Hm. Are they different in only details? No, they arent. Different in only details would be different in colors of clothes and such. They are much different than just in details.
