C is the correct answer! Fluid loss occurs through several pathways, but most fluid is loss via the urine. That means whatever an animal can do to reduce the VOLUME of urine excreted, regardless of its concentration, would help conserve water (although reabsorbing ions would aid this process by promoting osmosis). This means B would be wrong. Reabsorption in the kidneys would therefore be an effective way to conserve water because that way the water doesn't make it into the urine in the first place. Although some water is lost through respiration (in the form of water vapour every time you exhale), it doesn't contribute as much to daily fluid loss. That being said, the more you exhale, the more water you lose. If you're exhaling more CO2, you're exhaling more H2O as well, so A also is wrong.
