Ok so im working on the ONP and i'm doing the QH's section and I had a few questions....
1) Does tagging them cost money?
2)What if they don't show up? Do you get charged?
3) If we get charged for tagging then what if it were an emergency and there was one mod ONLY one and it was an emergency? Would we get charged? =/
(3 is a bit weird that one is out of curiosity)

Tagging them doesn't cost you money. If you pay and then they come, it costs money. But they could also ignore your tag too .-.

you exchange owlbucks for a QH Question Post
if you medal the QH for helping on the paid question, the QH gets a cut of the Owlbucks that had been used to open the question.
returns of OwlBucks can be arranged (with a mod viewing the validity of the question and interactions)

If they don't come (I'm pretty sure they HAVE to come) but if they can;t help you or whatever, you email them (they have an email but they removed it from the site when they reloaded the old template back up) and they will refund you if it is the case.
