We can say \(y = f^{-1}(x)\) So we have:
$$
y = 4x-7
$$We want the inverse function of that which is simply \(f(x)\), so we can swap \(x\) and \(y\) and solve for \(y\):
$$
x = 4y - 7\\
4y = x + 7 \\
y = \frac{x+7}{4}
$$
