This is if we look at every two years: 28, 36, 59, 42, 47, 28, 34, 38 Each year individually increasing: 14, 18, 29, 21, 23, 14, 17, 19

wait it is 1000 because they go up about 20 people every TWO years. 20+20 is 40 and that is the closest to 1000. I dont know thats what I think it might be wrong though. Weird question
