Correct. C doesn't have any punctuation so it isn't right. Now that we eliminated that  one, we have A and B to choose from. Let's review that an exclamation point (!) is used to show strong feeling towards something and a period (.) is used in just normal sentences. We already know that none of these are questions so we don't need to worry about that. 

In choice A, Maria says "I am not going to the library today." Do you think she is showing strong feeling or is it just a regular sentence?
