SA cone = B + pi * r * L where B is the area of the circular base and L is the slant height.
The way the diagram is drawn, I assume that 7 is the diameter of the base.

no that is the radius
SA cone = B + pi * r * L SA cone = pi * (3.5)^2 + pi * 3.5 * 7.5
you take the radius and double it then multiply it by 3.14 or PI
That gives 120.95 approx.
With 7 as the radius which I believe is an incorrect interpretation, the result is 318.87 approx.
