Preventing the pollution of lakes in Kenya appears difficult. To suggest that Kenyan farmers sacrifice productivity by cutting back on fertilizer and pesticides would only shift the suffering from birds to people. In a continent beset with famine, it is not easy to argue that food production should be sacrificed now to protect the health of generations yet unborn. However, much could probably be achieved by agricultural extension programs to teach more efficient use of fertilizers and pesticides which are often applied at the wrong times and in the wrong ways.

According to the passage above, which of the following is the best way to help prevent lake pollution in Kenya? Cut back on the amount of food produced by farmers. Require farmers to use safer pesticides and fertilizers. Educate farmers in the use of pesticides and fertilizers. Ban the use of pesticides and fertilizers by all farmers.
