Huge block of stone = a whole lot of mass. Inertia can be defined as an object's ability to resist changes in motion. If you look at F=ma, you can see that if you keep the force the same, the greater the mass, the lower the acceleration. So a greater mass is resisting movement more - it has more inertia! C is your answer! Whether the forces acting on it are balanced or unbalanced won't affect the stone's ability to be moved (in this context). Also, it's momentum is 0 (because it is stationary).
