Waves are created when wind blows against the ocean far out at see and this energy is transferred into the water to create a wave, which is the passage of energy through a liquid medium, thus fast means more energy, but the reason that smooth water will create a larger wave is due to the fact that there is greater surface area to absorb this energy thus more is transferred as opposed to choppy water
