the 0.06 J to 0.02 J potential energy drops refers specifically to the charge in question.  but you can calculate the change in electric potential energy that **a charge if 1C** would have undergone in the same circumstances.  

that is what is meant by the change in electric potential between these two points.  it is measured in volts.
