the first question i asked...... shouldn't the answer be " Riding bicycles is not harmful to women. "

because Mr. Walsh was a cyclist himself so he should support cycling for women?

No because back then, women didn't really have as much power I guess as they did today and Reverend Walsh said that he has never seen anything as scandalous and wrong as the women's rescue league :)
