It had to do with Communist and Communism since communists were known as the Reds

Ok so you're saying that the meaning they have in this pic is that it was a time of communism and by the cartoon saying that, "Everyone is a little subversive but thee and me" its saying that people werent so easily trusted because they could be spying on them from the inside?
