Well to find the perimeter you need to find the circumference of the circle. The equation for that is \[2\times pie \times r\] since the diameter of the circle is 8 the radius is 4. So you would solve that equation and divide by two since that is half the circle and then add the three sides of the rectangle which is 8+9+9.
