We have an enormous Federal government trying to eliminate poverty today. We still have poverty. Johnson was like many politicians. Make big promises and spend lots of money on a problem. Make it sound like you are doing it all to "help" people. Some people get temporary improvement in their lives. But it the long run, not so much. But it makes the politician popular and he's gone before we figure out that it doesn't work in the long run.
