Randall is unhappy because the server at his college blocks some emails with attachments, so he is unable to receive a particular file from his friend. Which is the best explanation for why certain email attachments are blocked?

Hi. This usually happens because the email might be of a bigger size. My college blocks emails which have attachments above "10Mb". Some colleges have sophisticated software which would block the emails if they contain videos, pictures or executable files. This might be the case too.

Colleges usually have "Acceptable Use Policy" for their students and employees and to make sure that you guys comply with that policy, they deploy web content filtering solution and email security solution to enforce their policy. The email attachment couldn't be downloaded / blocked because of following reasons: 1)Usually exe are harmful files and they block it general to comply with Acceptable Use Policy 2)Quality of service to all - if they attachment is more than 10MB, then the maximum resource is utilized by Randall which is not acceptable by your college. 3)May be the attachment is not for educative purpose - again not acceptable Hope this clarifies
