I would not call it simplifying, but rewriting but use this rule \[ \frac{1}{a^{-b}} = a^b \]

it's hard to read. if you use ^ to show exponents like this 6^b / a^(-9) what are you showing for the answer?

the answer should not change the 6^b part

you mean 6^b / a^9 ? if you change the -9 to +9, you also have to "flip" the whole thing so it is "up top" (not the denominator)
