That's not what the last option says... It says "created the Federal Trade Commission" not created by FTC.

This came straight from my lesson. The Federal Trade Act accomplished the following: It created the Federal Trade Commission (FTC) to enforce the Clayton Antitrust Act. It allowed the FTC to investigate violations of regulatory laws and issue cease-and-desist orders for unfair business practices.
