The benefit of a progaganda campaign is that it could accomplish what the propagandists set out to accomplish.

The risks are that that the public would see the campaign for what it is and the campaign would backfire. If lies or half-truths are used, they could be exposed, causing the public to have even stronger opinions the propagandists set out to change.

Found this too "The biggest risk of lying to the public is when your secrets get leaked, people find out. Everyone know what will happen if we find out that you have been lying your whole "existence." Benefits would be gaining the power to control the people below you and getting wealthy. That is cheating the game you are not being true to yourself and to anyone else. You are not working to make that hard earned dollar you are stealing and cheating and it is a crime."
