well, in C it says driving takes an average of 4.6 seconds and that's not true

Now see the difference between C and D: In choice C, evidence is telling us the the distraction is really the usage of cellphones while driving but this is not trying to connect with the viewpoint which is "Cell phones should never be used while driving." In choice D, it is referring to the viewpoint because of it says that using cps are one of the blah blah and SHOULD BE ELIMINATED. clear?
