In both monarchies, the leaders worked to limit the rights and responsibilities of their citizens. In both monarchies, the leaders made efforts to unite their citizens under one official religion. In both monarchies, the leaders strived to respect and consider the needs of their citizens. In both monarchies, the leaders were solely responsible for making decisions for their citizens.

I believe you are correct. Catharine the Great was one of the few absolute monarchs who considered the people's opinion in her ruling authority. She was one of the greatest rulers of Russia. The constitutional monarchy did as well in a way. Unlike absolute monarchy, it listened to the people's voices and respected them.
