Why did Japan attack the United States in 1941? Japan discovered an Allied plan to bomb Japanese industrial cities. A fleet of U.S. warships was headed toward the Japanese home islands. Japanese leaders were planning to invade the west coast of the U.S. mainland. Japanese leaders were concerned about the need for natural resources, including oil.
