They finally found a reason upstream in the west fork. There, the scientists found that beavers had created a dam that significantly blocked the water flow to the Delta River. As a result, very little water managed to flow downstream. To fix this problem, the local zoo keepers carefully removed beavers. They placed the beavers in a new location. Finally, the locals could tear down the dam that had put the town back into business.
