there are a few strategies. If you are given choices for x, try out each value for x. if the left equals the right side, you found the answer.

ok, except is 8 times the "whole top" you get 8 times (3x+1) you have to put 3x+1 in parens (think of it as a "package" with stuff in it) and you want 8 packages.
