Alright i have furthered my research and it would appear that godmod360 is indeed correct. I over looked the possibility of C being the answer. Plessy v. Ferguson is what told local governments it was alright to have segregation in public places such as bus's and schools.
Then Brown v. Board of Education said that that was wrong and was against the 14th amendment.
