if all swimmers go to the community pool, then randomly sampling every 5th person would create a smaller version of the population; it would then be representative. if not all swimmers go to the public pool, then there is no way of getting a sample that represents all of them.

now, the question itself is poor since it not asking you to explain an answer, but to choose from 2 static options that some other person has already deemed is right or wrong
