For number 19 you could say that the increase in pollution or overpopulation in the west coast like in California affected greatly in a negative way because the treasure is for that state is already bankrupt and that the pollution is impacting the environment heavily. :)

Then for number 20 you could also say that Quebec is scared of losing it's French heritage and culture; it could also weaken Canada's strength politically and economically.
