since it is a -3 it should start at -3 and go downwards right?

when u plug in 0,0 for x and y what do u get, that 0=0 so judging from that 0,0 can be plugged in for x and y and can be plotted on the graph

i'm not sure. im trying to learn it on my own because my algebra teacher isn't very good. he wouldn't help me.
well you would need an equation to be able to plug in the coordinates to get a solution to a particular graph.
