Mound Builders didn't live by the ocean, Not much farming in the forested areas, water was not the reason. The pac NW is still famous for producing lots of fish Great Plains, great amounts of game. The main problem in the plains was catching the animals so you could eat them. When Europeans introduced horses back into the Americas, Indians could chase to buffalo, etc much easier
